Mark Hallett BSc, MSc, MCIOB, MAPM, FFBE, CCM Mark Hallett is Development Director of igloo Regeneration, the development manager of the igloo Regeneration Partnership. igloo has been described by the United Nations as the world’s first sustainable property investor and is the only substantial socially responsible real estate vehicle in the UK. He is National Head of igloo’s Custom Build business stream, is Champion of “Place” and leads design reviews of igloo’s masterplanning and design projects throughout the UK. He is currently responsible for large-scale complex developments in Cardiff Bay, Cornwall, London Borough of Southwark and Bideford. Mark studied at the Welsh School of Architecture UWIST and obtained an MSc in Project Management at Reading University winning a Science & Engineering Research Council award for the best qualifying UK student. He has worked as a Project Manager, Development Director and Director for a variety of consultancies, contractors, developers and joint venture companies throughout the UK for over 30 years. His experience encompasses the full range of commercial, residential, retail and leisure projects with responsibility for identifying and unlocking value from major brownfield urban regeneration land holdings with a combined development value in excess of £2.5 billion. These projects have often been delivered in partnerships between public and private sectors. He has responsibility across the complete development cycle from market research, financial appraisal, risk analysis, acquisition, brief preparation, design management, planning, marketing, sales, procurement, delivery, settlements, hand-over, customer service, asset management and investment disposal. Current. Non-executive Director of Pobl Common Board Entities (Housing Association). Member of Investment and Treasury Committee. Current. Non-executive Director of Goram Homes (a company controlled by Bristol City Council). Assisted in the establishment of the Company, represent the company at the Holding Company meetings and participated in determining appropriate levels of remuneration of the senior executive team. Current. Member of Audit & Risk committee Bristol Holdings Ltd. Current. Commissioner & non-executive Director of the Design Commission for Wales (by Ministerial appointment). Established and became a member of Finance & General Purposes Committee, Remuneration Committee member and Audit Review Panel member. Term of office was a regulated Public Appointment which was required to meet and be scrutinised as per the Nolan Committee recommendations. Since my term of office has come to an end, I continue to act as a design review panel member and undertake the Annual Performance Review of Board Members. Committee Member of Association for Project Management (Wales and South West). Past. Mark comments regularly in the media on urban design and regeneration issues and has been principal speaker at the House Builders Federation Annual conference, CABE Housing Quality Audit conference, RICS Grand Designs conference, Joseph Rowntree Foundation Rethink! conference, Regeneration Skills Collective Annual National Conference, Safle’s Nutopia Symposium, RSAW’s Annual Conference, the British Council’s FutureCityScenarios Debate, Welsh Government’s Wales Regeneration Summit & Innovative Housing Conference, RTPI Annual Conference and English Partnerships / CABE Urban Regeneration Companies Annual Symposium. He also chaired Regeneration & Renewal’s Large-Scale Regeneration conference. Mark is also a member of the editorial board for the International Journal of Urban Sustainable Development and sits on the Urban Foresight Panel for the EPSRC Retrofit 2050 Project. Mark is a past Chairman of the Institute of Management’s Management Research Group, a member of the Chartered Institute for Building, a member of the Association for Project Management, a Chartered Construction Manager and a Fellow of the Forum for the Built Environment. He sits on the National Custom & Self Build Association Working Group for Wales and sits on the Homes England place-making panel. He is also a visiting critic at the Welsh School of Architecture and a visiting lecturer at Cardiff University School of Geography & Planning. He has previously been a member of the Task and Finish Group for the creation of a Centre of Regeneration Excellence Wales.
